Scratcher & toy
Something to shred, and something to bat at.
Cats do two separate things with their claws: they drag them down something rough, and they hook at something that moves. Most scratchers only offer the first. This one has a curved corrugated board for the dragging and a sisal-wound ball on a pivot for the hooking.

The board
Curved, so they can lean into it
A flat mat makes a cat crouch; a vertical post makes them stretch. The arch sits between the two, which is the angle most cats settle on when they scratch the arm of a sofa.
It is corrugated cardboard, so it will shed. That is the material doing its job — a board that never sheds is a board that is not being scratched.
The ball
Sisal, wound tight, and it turns
The ball is wound sisal rather than wrapped fabric, so claws catch on it instead of sliding off. It sits on a pivot and spins when batted, which is what keeps a cat at it after the novelty of a new object has gone.
Between them, the board and the ball give a cat somewhere to work their claws that is not your furniture. That is the entire argument for buying one.

Two sizes
Standard or large — they are different frames
Standard is a 35 × 15 cm board, 26 cm tall, with a 12 cm ball, in dark stained wood. It suits a single cat and a small room.
Large is a wider 45 × 32 cm frame, 36 cm tall, with an 18 cm ball, in natural wood, and it stands on rollers. Worth the difference for a big cat, or for two that use it in turn.

Questions people ask
Which size should I get?
Standard for one cat in a flat or a small room. Large if your cat is a big one, if two of them will share it, or if you want it to hold its own as a piece of furniture rather than tuck away in a corner.
Does the cardboard wear out?
Yes, that is what it is for. It shreds gradually where your cat works it, and you turn or replace the board when one area is gone. The wooden frame and the sisal ball outlast it several times over.
Will it get shredded cardboard everywhere?
Some, yes. Put it somewhere you can run a vacuum past — not on a rug you care about. Every corrugated scratcher does this.
Will it stop my cat scratching the sofa?
It gives them a better option, which is most of the battle. Put it next to whatever they are currently scratching rather than in another room, and move it gradually once they are using it.
